In this video Siim Kallas discusses the role the European Union ‘soft tools’ play in creating a safe and secure Europe. He discusses the European Transparency Initiative, the Professional Ethics of Public Office Holders study, the Code of Conduct of the European Commission and how the implementation and moderation of these rules.

Mr Siim Kallas has been an active participant in the restoration of Estonian statehood and has served in Estonia as Prime Minister, Minister of Finance, Minister of Foreign Affairs and President of the Central Bank. He has been elected to the Estonian Parliament three times. He also held the position of the Chairman of the Estonian Reform Party since the party’s creation in 1994 until November 2004, after which he became the Honorary Chairman of the party. In May 2004, Mr Kallas was appointed a Member of the European Commission, working in the field of Economic and Monetary Affairs. Since November 2004, Mr Kallas has been Vice-President of the European Commission in charge of Administration, Audit and Anti-fraud. Mr Siim Kallas graduated cum laude from the Finance and Credit Department of the University of Tartu in 1972. He continued his studies as a post-graduate student until 1975 and is now a Visiting Professor at the University of Tartu.
